Proposition 33 has numerous unintended consequences. Economists across the political spectrum agree that rent control fails to address the root causes of housing affordability. By discouraging new apartment construction and deterring investment in rental properties, rent control exacerbates the very issues it aims to solve. Cities like Los Angeles and San Francisco, which enforce strict rent control policies, consistently rank among the most expensive rental markets in the country. In the long run, such measures harm both tenants and property owners, further deepening the housing crisis.
